ASSISTANT DIRECTOR: HUMAN RESOURCE MANAGEMENT

SALARY: R468 459 per annum (Level 09), plus benefits

REQUIREMENTS

  • Grade 12 or equivalent NQF Level 4 qualification.

  • A recognised National Diploma or Degree in Human Resource Management or a related field (NQF Level 6/7).

  • Introduction to PERSAL Certificate.

  • Three (3) to five (5) years’ experience in Human Resource Management and Development, of which at least three (3) years must be at a supervisory level.

  • Computer literacy.

  • Valid driver’s licence.

Knowledge and Competencies:

  • Public Service legislation and policies related to Human Resource Management.

  • TVET and CET administration.

  • Higher Education sector.

  • PERSAL, IQUAL and Coltech systems.

DUTIES

  • Oversee Human Resource Management and Administration services, including conditions of service.

  • Manage recruitment and selection processes in line with departmental delegations.

  • Manage and maintain HR personnel records.

Human Resource Development:

  • Administer bursaries, internships and Work Integrated Learning (WIL) programmes.

  • Conduct staff induction programmes.

  • Coordinate and facilitate training interventions.

  • Develop and implement the Workplace Skills Plan (WSP).

  • Administer Performance Management and Development System (PMDS) and Integrated Quality Management System (IQMS).

Employee Health and Wellness (EHW):

  • Implement wellness programmes for the college.

  • Coordinate health awareness programmes (HIV, AIDS, STIs and TB).

  • Implement occupational health and safety programmes.

  • Promote sports activities to encourage physical fitness and a healthy lifestyle.

Human Resource Planning and Employment Equity:

  • Coordinate and facilitate Human Resource Planning (HRP) and Employment Equity (EE) services.

  • Develop, review, implement and monitor the College HR Plan and EE Plan.

  • Submit the College EE Plan and EE Reports to Regional and Head Office for integration into the departmental plan.
